I was doing a mission to locate these, so Google'd where to find them. I only saw Unidentified Signal Sources mentioned, so spent a good hour or more jumping into USS. I only ever got security service ships with some wanted NPCs, one wedding barge, and one NPC that updated the mission telling me to bring the tech somewhere else instead.

I was getting frustrated so on a whim I jumped into a Weak Signal Source instead, and there were 5 Prototype Tech.

So, I don't know if it was changed and they are in WSS now. Perhaps running into the NPC that updated the mission made it change to WSS, but that really doesn't make sense.
