True it's not unheard of. But in almost all cases it will be against an in experienced pilot in a non pvp fit ship. As far as 1v1's go the conda is extremely strong and if flown and outfitted correctly will rarely lose.

What you are looking at is the crew hire tab which you can't do on the vulture since it doesn't have a fighter bay. The multicrew capability of the vulture is to allow you to mc with your friends and let them enter the gunner role or just come along for the ride. Basically all it's referring to is the fact that it has 2 seats and that another cmdr can join you.
