I've done some crude testing tonught on my ship. Not too accurate, but enough get some perspective. Here are the results:

Ship: Diamondback Scout; 3A power distributor; 2x 0A shield booster; 3C shields (both cases)

Te numbers are: Time until regeneration kicked in (s), ~capacitor depleted, ~shield reactivated, ~shield regenerated to (approximately) full.

Normal shield + 2pips: 0:17 , 1:09 , 1:09 , 2:25

Normal shield + 4pips: 0:18 , inf , 1:09 , 2:23

Bi-Weave shield + 2pips: 0:16 , 0:36 , 0:59 , 2:10

Bi-Weave shield + 4pips: 0:17 , inf , 0:47 , 1:25

Conlusion: The initial waiting time seems to be unaffected. With 4 pips on the capacitor it took 46% less time after the initial wait to full shields, which means almost DOUBLE regeneration speed. However with 2 pips on the capacitor it took only 12% less time after the initial wait to full shields, which is almost NO IMPROVEMENT compared to a normal shield if you take into account, that the overall shield strength is a little less for the Bi-Weave.

So I'd say whether a Bi-Weave shield's a better choise, strongly depends on how many pips you can allocate to the shield capacitors averagely.
